The Cycle-GOV project is developing and testing a joint governance model for cross-border long-distance cycle routes, starting with the Munich–Venice route and incorporating the Alps to Adria Cycle Route and the Drau Cycle Route, in order to ensure replicability and scalability. The aim is to promote these routes as a single meta-destination for tourism, whilst simultaneously strengthening their long-term appeal and fostering cohesion between the regions.

Through a participatory process involving public and private stakeholders, as well as qualitative data collection, a joint governance plan and the role of the route manager are being defined, alongside digital and financial tools for long-term management. It promotes the involvement of local communities and the cultural enhancement of the regions through events, artistic initiatives and cross-border study visits. The model is being tested on the Munich–Venice route and adapted for other long-distance cycle routes. The outputs include a toolbox, a management plan, digital tools, a sustainable financial plan and replicable formats for community engagement.
